Krushe's proposal to have east and west germany recognize each other could actually be a set up on hruste's part to provoke a new berlin crisis. One of the things that was a problem during the cuban acrisis was the difficulty kennedy and cruscev had in communicating with each other. They were using very slow communication systems, and official messages often took six hours to deliver.
