Is the 11th Circuit Victorious?

Justice Department's appeal on the merits is still pending, and will probably wind up being moot because they're going along with it. The 11th Circuit wrote a 20 plus page opinion that said, courtstone exercise anomalous jurisdiction where there's no callous disregard for a plaintiff's constitutional rights. So what even are we doing here? That does not depend on the nature of the documents. And again, there's nothing to stop the 11th Circuit from changing its mind, and ruling for Trump that time.
