Rutgers University has seen a huge increase in the number of administrators. The vast majority are not part of the professoriate and don't come out of the teaching faculty. This situation came to a head at Rutgers during the pandemic, when there were almost no teaching faculty involved in any of the critical decisions made around COVID-19.
