Is There a Loophole in the Sanctions Regime That the Russians Are Using to Evade?

The initial round of financial sax anctions that followed russia's invasion of ukraine was described as crippling. And yet, the russians seem to have adapted. In many ways, the ruble stabilized after initially getting pounded. The reason for foundation of this task force is to plug the leafs and to look for areas in the economy where people acting in good faith may be exploited by money lenders and sanction invaders.
