Theodosius and the Death of Valentinian

Word of Valentinian's death and Arbogost's protestations of innocence arrived in Constantinople at almost the same time. Theodosius was likely inclined to believe his general, but people surrounding him had other ideas. For months then, the Eastern Court hemmed in hot about what to do. Do we accuse Ar bogost of murder and risk civil war? Or let him off the hook and risk letting a man guilty of regicide walk free?
