The data for 100 million plus citizens is so voluminous that we can't actually bring that from the telecommunication providers to a central site. We're going to leave all that data where it begins life at the network providers and issue queries from there. This has two benefits number one it's not going to you know burden the network and be hugely expensive and have huge latency but secondly it's really going to respect the privacy of law abiding citizens. It required some major new technology in order to be able to ingest complex event processing in near real time at the edge.
