Using SMS 2FA, You Don't Turn It Off or Move to Proper 2FA?

Twitter has set a deadline for changing its 2FA system. If you don't subscribe to Twitter Blue, then you just won't be able to log in after the deadline. The announcement did say that I would like to believe they figure out something better by the time the deadline comes up. But whether they turn it off or not, if there is any way to regain control of your account, then it's same as if they just turned it off.
