Nietzsche mentions Kant quite a bit throughout his work and this is a positive portrayal of Kant that you know it's not a wholesale endorsement of everything in Kant's philosophy. I don't think Nietzsche's goal is to transform German culture into a buddistic culture but he wants there to be that sort of sacred unity between the contradictory and art impulses of the Apollinian and the de-enysian. He sees himself in contrast to Schopenhauer of using these illusions to continue to entice us to life, affirming that function of illusion rather than looking for a way out.
