Is Gender Dysphoria in DSM-5 a Mental Illness?

The DSM-5 considers people who have gender dysphoria to be in good, sound mental health. The suffering and discomfort comes from the fact that the patient is in the wrong body. It's quite an extraordinary type of diagnosis. And it's really hard to square, I think, with just general common sense.
