African stakeholders also have an obligation to become more sophisticated about China. There was a bit of a miscommunication in thinking because on the China side, I think there's an assumption that surely the canyons have a plan. And so to avoid such miscommunications and failures, there's definitely a need for African governments to invest in themselves.
