The Universality of Rules
We often struggle to live comfortably with rules, you turn to 20th century imaginative literature. I was quite struck by what Tim Newburn said about the proliferation of rules. There's a wonderful phrase in English it's work to rule but even better is the French version,. Greg Duzeil, the strike of zeal, in which you basically bring all business to a screeching halt by following all the rules. Absolutely to the letter and it's a sign ofRule overload or rule strain that following all therules is worse than having no rules at all.
