The idea of spin dictators is to use spin to create a narrative and make sure that majority of the population buys your narrative. And you have to censor them in the quiet way as well, so they don't realize censorship exists. Singapore is a pioneer case of spindic data check; it uses money rather than targeted and deniable repression. Instead of threatening people, they use self-censorship in a way that if you don't do the right thing, you lose a good well-paid job. If you do the right things, you stay, but you cannot say the thing which is correct.
