Is the State the Political Order?

The nation is a word that's existed for centuries of course in different languages. We understand it today. It's typically associated with the emergence of the nation state. The idea of a nation state is one where the borders of the political community should pretty much exactly coincide with the borders of a national community. That is a community defined in terms of culture and history, as opposed to onedefined in terms of law.
