Allan and Foster, the Secret Re of State and the Secretary of State

John foster was a committed ideological capitalist. He recognized early on that american farmers and manufacturers had gotten so good at mass production that they were putting out more goods than American people could consume. This meant they needed foreign marke and access to foreign resources in order to grow the economy. Foster helped secure what stephen kinser describes as a muscular, assertive foreign policy which would force weaker countries to trade with America on terms Americans considered fair.
