Fielding's Law Office in London
In 17 51, fielding wrote a pamphlet called an inquiry into the causes of the late increases of robbers. He argued that local policing and victim prosecution were insufficient for the growing metropolis. By 17 53, the british government came round to fielding's way of thinking lamenting the expenditures of too much money and rewards with no apparent decrease in crimes. Fielding appealed for state funding to both pay for bow street officers for full time work, and also encourage private citizens to report crimes and provide information about offenders. This semi official police force became known to others as the bow street runners,. publicizing their services with fielding's coined motto, quick notice and sudden pursuit.
