Banks are penalized because the haystack doesn't quite match the height, weight and ambient temperature distribution required by the regulator. And so in the sthether there are criminal indicators an those, but those are crims that are hiding in plain sight. The banks are patting themselves on the back because we can ply there's no risk. There's a hickle lot of risk. They just don't see it because the system isn't set up to see it.
