The Tennessee Valley Authority has faced criticism for how it deals with collash. Sandeep: The TVA was facing very powerful enemies at the time. He says Congress established a so-called territorial fence outside of which TVA could not serve any customers.Sandeep: By 2005, TVA had altered its leadership to resemble that of private utilities.
