Sweden, Germany and Switzerland use a debt break to limit the growth of their debts. The countries have constitutional amendments that are not subject to Congress' whims. They manage to pay for the government that they enjoy by cyclically adjusting spending. U.S. should adopt similar policies in order to keep its current spending path "sustainable," says Julian Zelizer.
