Trujillo was particularly inspired by Nazi racial theories, as well as the model of strong man leadership that Hitler represented. Trujillo's ideas gave him a racist and nationalist plan to distract Dominicans from their empty stomachs. He resorted to deporting Haitians and tightening border patrols, but the Haitians kept coming. But powerful American sugar cane plantation owners who brought in Haitians to cut cane forced him to make huge exceptions.
