The Billings Method monitors the viscosity of a woman's mucus during her menstrual cycle. When women are ovulating, their mucus becomes more like egg white and sperm can penetrate through it. This method is adding something into the vagina that will bind to the mucus in this way. The effects last for about four hours after being administered but aren't known how long they last.
