Is There Any Appetite for This Legislation?

The governance, the design of this 15-year plan would be devolved to some sort of cross-party system. Have you had discussions with cabinet ministers or shadow cabinet ministers? Is there any appetite for this idea among the people who might be able to legislate on this? I definitely think there is privately actually. There's just no question that this would ever be politicised.
