Kuiper's Definition of Impartiality
Kuiper said that there could be in a constitution even in conditions of pluralism. My own view is that that too is beyond the remit of the state and that wherever it's being introduced it's either been sort of futile or damaging. That will be just one instance of where I think you know we need to move well well beyond Kuiper's own specific formulations.
