The Importance of Marketization in Poverty Elimination
A famous Uyghur economist named Ilham Toksti, who was asked by high Chinese officials to go out to Xinjiang and study this persistent problems of poverty. He did a very systematic study and his argument was that these places are poor in the same way that many parts of rural Eastern China were poor before the reforms began in the 1980s. And he said marketization access to other kinds of economic opportunities, including entrepreneurship of all sorts would be the best solution for this. But over a long period of time just kind of top down the government schemes that focus on big projects have served Han people more than anything else. Crackdowns have bottled people up more in these commune system
