Gorsuch has in his sights the constitutionality of cooperative federal spending programs. They're actually how a bunch of significant government programs are run, and they work like this. In exchange for taking that big pot of money, states have to use the money in particular ways. The court upheld that requirement in Biden versus Missouri, but Gorsuch joined a Thomas dissent in that case.
