The Disalignment Between the Economic and Political Benefits of Disasters

The cost-benefit analysis is there. We know that investing in mitigation and in preparedness will save money in the long run. But it goes back to the political incentive, not necessarily lining up with the economic incentive. You may save six dollars for every dollar you spend on a mitigation project, but you might not be saving that six dollars until 50 years from now when the hurricane comes. There is still kind of this disalignment between the economic benefit and the political benefit.
