The Fed announced it agreed with five other central banks making dollars more available. The question is, is this preemptive or is it needed? There was no indication I can't find them at any of the rates out there of any kind of dollar scramble or dollar shortage. But it does have a potential to suggest that one exists. And the situation is worse than it appears.
