Paul is sent to Caesarea where he's going to be out of the hotbed of Jewish hostility. The Romans intercede again and they're like, all right, get back here. So he is forced away. Verse 11: Give good cheer, Paul, for as thou has testified of me in Jerusalem, so must thou bear witness also at Rome. This is a major, a major promise because this is a key point that Luke wants to tell in his stories.
