There are financial knock-on effects for public services in some of the regions people are migrating from, which could result in even more leaving. The fundamental thing is that the Japanese people prefer newer homes because they believe it saved money and then favored to live than all the houses. Unless the government really imposed more like a drastic major, it's very difficult to change the situation.
