Is Babylon the Worse of the Evil?

Habakkuk asks God if he can use Babylon as the lesser of two evils. He gets an answer that makes it crystal clear to Habakkuk that God understands exactly how Babylon is evil. And after that, we get into the final chapter and the final movement of the story in this book. It's a wildly encouraging book not just because Babylon got defeated eventually, but because all of us live in one of those places where evil and wrongdoing and worship of the state are allowed to go unchecked.
