The Constitution of 1917 Was Not Bolshevik

The Constitution was promulgated in February 1917 and elections were held in March for a new national government. The only man who could have plausibly challenged Carranza was Obergon, who astutely declined to run. So in the spring of 1917, President-elect Carranza, though now operating under a constitutional mandate, was still in a precarious position. He faced an international crisis that put Carranza in a very tight spot.
