How to Start a Conversation in a Local Setting

How do we as a society reckon with the fact that coming out of this pandemic those conversations are no longer or they don't seem possible anymore? We can't seem to agree on a basic set of facts right on the basic premise from which all sort of conversations about health policy or education or etc have to begin. You're much more likely to find that agreement at the local level or at least agreement on the terms of discussion even if you don't agree on how to resolve the problem right now.
