Is It a Necessary Precondition?
I wonder whether we've always exaggerated how much there was going to change since most citizens aren't that interested in politics. The fact that something is a necessary precondition does not mean that it's a sufficient precondition. And you know what we saw in 2018 for example was that the turnout and the engagement with everyday political issues vastly increased on the one hand when they were made more salient.
