The Importance of Charges for Parking in Pasadena
When Pasadena installed parking meters in 1946, the entire five member city council was summarily recalled. "We were losing a million dollars a year on the parking structure debt service for these brand new beautiful parking structures," he says. He suggests that 100% of the parking revenue from the meters would go to the merchants who would organize the business improvement district. The first day they got a $60 fine and we kept the money for the general fund.
