Passive Resistance to Coercion
The goal was not to turn the coercive power of the state against itself or against your oppressors. The only genuine, sustainable forms of political change have to make sure that the means match the ends. So passive resistance means allowing the state to do its worst and accepting it in order to show it for what it is.
