The Cost of Prohibition
No reasonable view suggests that policy should want to eliminate all drug use or even most drug use. Prohibition enriches the traffickers at the expense of the government because we're not collecting normal tax revenues on the underground drug trade. So legalizing drugs wouldn't solve America's fiscal problems, but it would put a non-trivial dent in our fiscal woes.
