The Heterogeneity of the Response to Proposition 16

The US is such an outlier. Almost every other country it's a test. The non-test track is known for favor the rich. I think that universities are underestimating the long-term dangers to higher education in the United States if opinion about universities becomes so polarized half of the countries hates them and wants to take them down.
