The Importance of Being Measured in the Workplace
Amanda Spielman accepted that Offstead created a culture of fear in schools. She did accept there was a culture ofFear around inspection but she didn't say that is on Offstead. It's clear to me that the reason why there's a culture of Fear is because Offstead is not a functional inspection agency.
