Is There a Difference Between in-Game Advertising and in-Video Game Advertising?

In 2008, when the presidential election was going on, there were a bunch of big news stories about the fact that the Obama administration was spending money to advertise for in-video game ads. And I suspect that for every one person that actually saw that ad in the game, 50 people heard about it. It could be the case that take a big strong brand like Coke or Pepsi or Microsoft, household names, just making any perturbation is going to have different people take notice of something and garner some positive return because something new has happened.
