Language is not math, ok? It works a lot differently in our ans. Being fluent doesn't mean that you speak a language perfectly. You can still make a lot of mistakes and still be fluent. Fluent simply means that you are speaking fluidly. That means that you're just speaking at normal speed in a normal way. This is fluency, in my opinion.
