Anari Patani: The idea of substance abuse as a mental health issue is fairly new. She says the Parity Act in 2008 tried to ensure that insurance coverage for mental illness or substance use treatment would be comparable to medical care. But enforcement of that is pretty much left at the state level, she says.Patani: I think we're seeing more reframing around that, but it's an ongoing process.
