If gluons stick together, they wouldn't be sticking anymore because they would all cancel each other out in terms of their charge. A glue ball technically has no color charge and no electric charge either. So it might be possible to have a bunch of glue balls and have them all stick together. But yeah, they're stickiest on the inside, for sure.
