Rio is an odd city in that the distance between the poor and the rich is much less than i've ever seen anywhere else. I spent a day at the house of one of the richest people i've ever known, and he couldn't have been more than 50 yards from a favella. So i think these areas appear to have relatively well functioning social systems that basically protect their own. But also exists in some parts of africa.
