Quentin Reynolds' Article on the Dominican River Massacre

The river massacre, as it's also sometimes called, was inspired partly by Nazi racial theories. Quentin Reynolds will go on to be a war correspondent during World War II. FDR had convened a 32 nation conference in France to discuss resettling Jewish refugees from Nazi territory. This is 38 years before the start of WWII.
