The Louisiana Purchase is a great example of this. The people living there are just defining the terms with which things get done in a huge way. It's not as though survival is the only option at the moment of colonial contact. Defining the terms of engagement is actually going to be an option for huge chunks of time, even for centuries after colonial contact.
