What's the Point of a Quota System?

It often seems like we're looking at something on the far end of a spectrum on which we live and breathe. But ultimately, having roughly the same ideas and not acting on them in the same way doesn't put you in the clear either. It should be noted that even after the war, attempts to change the quota system infor emigration in the states, the people fought like hell. There were multiple times when they tried to fix theof the quota system, and they couldn't because there were xenophobes actively blocking it. That says as much about our culpability as the fact that we created laws at all.
