The Government's Paper on the Ministerial Code
The government argued that they wouldn't be putting the ministerial code into legislation as Flur said, because to do so would risk blurring the boundaries between executive and legislature. It's a long-standing argument as a successive government of all political stripes, way back to Brown and Blair and well beyond before then as well,. However, that shouldn't be an argument for leaving the system unreformed. The independent advisors now got the ability to launch pretty much anything that they want.
