I think that there should have been more changes in international relations in the 19 nineties to reflect what had happened. But now that we are in a new stasis or equilibrium, different rules apply. And given the risks posed by russia and to day's intense strains on the transatlantic relationship, it does not currently make sense to add to them by trying to undo the past.
