The deck is stacked. The people with boots on the ground, the people in the uniforms don't necessarily make their decisions based on what the policies are. They decide what's going to happen in the end. And that's why non distribution is such a big deal with not only mail or books, but even with healthcare, in my case, because they have power over other individuals. Unless they actually confess that they did it on purpose, no one will do anything about it. Because the system is sort of set up to treat them as innocent and treat people who are being abused by them as dangerous in some capacity. I can't even imagine how awful that must have been just like the stress
