Hoover and the FBI
Hoover spent the next 80 or so years on what I would call credibility building and professionalizing of the Bureau. The FBI did not have very broad jurisdiction until Franklin Roosevelt came to power. Hoover's vision is pretty limited, he thinks that he's going to have kind of this tight knit small core of federal men who are going to apply the latest scientific methods. He has to make this huge pivot all of a sudden in the 1930s and then when the war comes around and he has to do it fast.
