The church had at the Vatican special procedures, special norms, special faculties for dealing with these cases and those have now been folded up into the universal code. The extension of penal law to lay people is I think a very good thing. And also lay people who are at will employees of a diocese can actually have more stability in office if they're just something because rather than just being dumped,. you know, they wouldn't be suspended. They'd just be dumped, right?
